The Deputy Chief of Operations is jointly responsible for operational components of McLean County Emergency Management. These duties include, but are not limited to, volunteer recruitment, training, pre-operation planning, operational response and coordination, and supervision. The Deputy Chief provides recommendations to the Chief of Operations for staff promotions and demotions. The Deputy Chief reports to the Chief of Operations or in his / her absence, the Deputy Director.

Deputy Chief Magenheimer supervises the day-to-day functions of the volunteer operational aspects within the agency, serves as the commander for all staff responding to the Agency's facilities during an activation, assists the Chief of Operations in the overall management of the budget, assures continuity by back filling for or assuming another staff member’s responsibilities when that staff member is absent, and is the Agency's OPSEC Program Manager. He is also the Chair of the Protocols, Documentation, and Archiving committee with the Illinois Search and Rescue Council.
